Rewrite CLI using Commander

Rewrite CLI from yargs to Commander

This will hopefully

1. improve TypeScript support
2. provide a more modern CLI experience
3. has a broader audience

Is this issue open for contributions? If so, I would love to contribute.

Thx for the offer of your help (@JosefHartsough), but I think it is too early.
I would like first to do some additional bug fixes.

I mean you could start, but then you could encounter potential merge conflicts until v8.0 would be ready.
Also this needs to be a major release, cause it changes at least the UX/CLI UI.

Just a note, I think #1120 could be done when we do this, I'll read Commander docs soon to check if we can do some migration status, I have used https://github.com/unjs/citty before, I think it might be possible with Commander too.
