Since we are already using viem on the NextJS package, I think, for consistency, we should move the Hardhat package to use viem too.

upd. Looks like they closed pr's we were waiting for as completed. I can try to make it work again, but I'm almost sure hardhat-viem can work only combined with ignition, but not with hardhat-deploy. Will check next days if needed
