Set up initial notebook/container infrastructure

We'll want some way to automatically turn the content into a nice published website. Some requirements

• clean TOC for easy navigation
• searchable
• basic accessibility standards met
• usable on mobile
• automatically generate-able (some sort of CI to turn the content in to a website)
