should fix crashes on platforms where tcp_keepalive is not allowed (e.g. openbsd) see also: - seanmonstar/reqwest#1113 - seanmonstar/reqwest#1098

hyper's
HttpConnectorwill fail the connection if any socket option fails. That combined with turning ontcp_keepaliveby default means in some cases, requests are now failing. This changes the default value back to off. And here's the related hyper issue to fix it there: hyperium/hyper#2359
