hyper's HttpConnector will fail the connection if any socket option fails. That combined with turning on tcp_keepalive by default means in some cases, requests are now failing. This changes the default value back to off. And here's the related hyper issue to fix it there: hyperium/hyper#2359

should fix crashes on platforms where tcp_keepalive is not
allowed (e.g. openbsd)
