It would be useful to know if we actually lose any crucial UDP messages used during viewer <--> simulator connection negotiations. In particular: RegionHandshakeReply and CompleteAgentMovement.
It is possible to add a custom callback method that get invoked when a "reliable" UDP message arrives or not. We should add callback for the two aforementioned messages so their delivery failures are evident in the log file.
