docs rs build failing since version 1.0.227

Running RUSTDOCFLAGS="--cfg docsrs" cargo +nightly doc on my dependent crate works when I specify serde version =1.0.226, but fails with several errors with the latest 1.0.227 version.

--cfg=docsrs specifically means that the current crate is being documented. It is not supposed to be set for the entire dependency graph, only the single crate that docs.rs is building documentation for. If you want a cfg that you can set for the entire dependency graph, you would need to use any other cfg name.

This should help: #2995, but the command in your workflow is still not a supported way to use --cfg=docsrs. That is not how docs.rs uses it, so it is not serving as a good test.

I missed that cargo doc and cargo rustdoc do different things
