Description

Create comprehensive SETUP that gives a first time user guidance on how to set up their environment to run the project successfully on their dev box.

Objectives

• should include a small summary of the project (and maybe link back to the README)
• should include how to set up the api backend
• should include how to set up the web front-end
• should describe how to run everything together
• should also describe the GitHub actions used to deploy the project to Azure Container Apps
