Please make EVCS setting Start charging at backup battery SoC (%) available

The EVCS has the above mentioned setting to determine when to start charging the car.

Can you please make this setting available in HA?

Hello and thank you for opening this issue,

Unfortunately I can't find this setting in the modbus reference XLSX provided by victron.
My PR #274 adds all registers that victron added to their documentation (which doesn't include such an setting).
You could open an issue on https://github.com/victronenergy/dbus_modbustcp to see if victron would like to expose this setting via modbus so that this integration can implement it.
