Use case

Describe the solution that you would like.

Provide a Release Pipeline via Github Actions, with a bare minimum capability of generating a Release with the Release changes content. It can be based on the existing pipelines we have for Build and CLI repo.

We have a release pipeline in https://github.com/shipwright-io/triggers/blob/main/.github/workflows/release.yaml, however it needs to be updated to align with SHIP-0038. I have submitted a PR to add the necessary release branching workflow: #153
