PayPal / Google cookies are now only loaded, if there are active PayPal / Google payment methods for that sales channel
New event subscriber will add the cookies after a validation check.
The deprecated provider will do the same for the old logic until the new event
Shopware\Core\Content\Cookie\Event\CookieGroupCollectEvent(v6.7.3.0) is created.
