NO-SNOW: Remove requirement for WIF experimental flag

Overview

Removes requirement for SF_ENABLE_EXPERIMENTAL_AUTHENTICATION flag to use WIF

Do we need to update Jenkins to support this WIF experimental removal? Or are those failing jobs a temporary issue?
