There are a number of places where we're using @ConditionalOnWebApplication and assuming that when the condition is satisfied, Spring MVC will be on the classpath.

I'm seeing this same issue even after adding META-INF/spring.factories under the project resources folder as described in 43.2 Locating auto-configuration candidates. I've dependencies to spring-boot-starter and spring-boot-starter-data-jpa.

@dzlab This issue has been closed for a while now, if you think you've found a bug please open a new issue. A sample project that demonstrates the problem would also help a lot.
