new location for log4j.properties [SWS-93]

I'm not quite sure about it, but I think the WEB-INF location for log4j.properties is not optimal. Let's put it under src/main/resources.

Reason: I always got the "no logger found" warning when running the examples. After putting the log4j.properties into the location above, it was found and it logged.
