Consider using release-plz #900
Description
For #814 we used https://github.com/googleapis/release-please. Late in the work, I found https://github.com/release-plz/release-plz, a similar project more geared to Rust projects. I didn't want to rip apart the work I did for release-please, but if we have some bandwith let's consider switching again to release-plz.
