Enables the quite recent controller-runtime priority queue added in kubernetes-sigs/controller-runtime#3014, to prioritize new/changed resources over startup events and/or resync/requeue events.
This relates to the problem described in #1289. Our smoke tests are often failing in this busy cluster, and hopefully, a priority queue could improve this.
