[Bug]: Keyboard shortcuts cannot be changed by keyboard users

Describe the bug

When using the keyboard shortcuts page (http://localhost:6006/?path=/settings/shortcuts), it's impossible to navigate through the list without overwriting shortcuts.

Specifically, pressing Shift+Tab to navigate to the previous shortcut will cause the currently focused shortcut to be overwritten by Shift.

2. Tab into a shortcut
3. Press Shift+Tab to tab backwards
4. Notice the shortcut is overwritten

This bug happens because the shortcut editing logic doesn't distinguish navigation keys (like Tab or Shift+Tab) from shortcut assignment keys. When you press Shift+Tab to move focus, the code records "Shift" as a shortcut instead of letting you navigate. The root cause is in the eventToShortcut function, which currently ignores single modifier keys but doesn't skip Tab or Shift+Tab as navigation keys. To fix this, update eventToShortcut so that if Tab is pressed—regardless of modifiers—it returns null and doesn't record the shortcut. This change will restore expected keyboard navigation and prevent shortcuts from being overwritten when using Tab or Shift+Tab to move focus.

Until this is fixed, you can use the mouse to select fields or avoid using Shift+Tab while editing shortcuts. If you need to edit shortcuts outside the UI, check if your configuration supports direct editing in files.
