UI: Replace Popper.js Tooltip with react-aria Tooltip and Popover

What I did

• Remove many unused WithTooltip props to simplify API migration
• Replace Popper.js with react-aria whilst keeping WithTooltip API as stable as possible
• Create a Popover/WithPopover (name TBC) variant to ensure tooltip is only used for actual tooltip use cases
• Migrate relevant users of WithTooltip to WithPopover
