feat: update Cloudflare and Netlify adapter major versions

bumps the major versions for the Cloudflare and Netlify adapters

Still not sure if the changeset should be a patch or a major. The last time this was done it was a major.

Since it's a breaking change within one of the adapters it needs to be a breaking change here, too

the temporary CI fail is fine IMO
