Minifier: `Math.pow(1, NaN)` is not `1` but `NaN`

Describe the bug

According to the first step of the Number::exponentiate spec, 1 raised to the power of NaN should evaluate to NaN. However, in the current SWC minifier, it evaluates to 1.
