[SwiftIfConfig] Rename "versioned" to "syntaxErrorsAllowed" throughout #2769

The "versioned" terminology was brought over from the C++ implementation of `#if`, and really meant "if this code is inactive, it's allowed ot have syntax errors." Rename accordingly.
