Keep the `@_borrowed` attributes on UnsafeCxx[Mutable]Iterator — it appears to be required with the new pointer types. (That’ll need some separate investigation.) rdar://125146418 (cherry picked from commit 621bd47)

This mostly restores Cxx to how it looked before #71688; the changes there trigger (hopefully temporary) bootstrapping problems.
