Fixing bug in vtt and adding scc2vtt example. (#41)

This runs against the existing ToS scc file and outputs vtt to stdout.

This isn't terribly dissimilar to the code for scc2srt (not shocking
that it's the case either).

Will be replacing master branch with develop branch soon. Tagging current master as v0.7 for anybody who may require an old release.
