[Feature Request] In metrics/prometheus sample, demonstrate millisecond histograms

Core-based SDKs have histograms recorded in milliseconds, show how users can opt-in to this for Go/Tally metrics in the metrics sample (assuming it's straightforward to do, otherwise consider a helper in the SDK)
