[Bug] Add Temporal Namespace Validation Rule Checks to the Namespace Resource Terraform Plan 

### What are you really trying to do?
the terraform provider doesn't validate namespace length on plan, which causes errors after our CI/CD kicks off. 
this is a request to add Namespace rule validation checks during TF Plan to mitigate Terraform Apply failures caused by Temporal Namespace rules enforced within the API.
