Support Histogram Data Download

Are there plans to support downloading the data from histograms?

Here's a relevant stack overflow --> https://stackoverflow.com/questions/48547914/tensorboard-histograms-to-matplotlib. There's support for doing this in the scalars, but doesn't seem to be support for histograms.

No immediate plans, but we would welcome a contribution for this along the lines of the support for the scalars dashboard.
