Package with Rolldown

Changes

This should be a relatively-safe change, but bumping minor just in case. Packages with Rolldown, a Rust/WASM replacement for Rollup.

Was sad to report that unbuild, which I liked, had a memory leak and was unable to build this monorepo (it would simply just fail on type generation, but Rollup, TypeScript, and Rolldown had no issue)

Also adds arethetypeswrong for package linting
