feat(resourcemanager): add keyspace support for resource group storage

What problem does this PR solve?

Issue Number: ref #9296.

What is changed and how does it work?

- Implement dual-path storage for backward compatibility with legacy paths.
- Add new keypath formats for keyspace-specific resource group settings and states.
