This file is redundant with COPYING. LICENSE and COPYING are just two different filenames used for the same purpose afaik.

maybe, but currently github does not pick up on the license. I was hoping it would with an actual LICENSE file

Github looks at COPYING too: https://github.com/licensee/licensee/blob/aff5fd6ccfd85a077be01ceedbb1e9e4158aca24/lib/licensee/project_files/license_file.rb#L41 I think it just doesn't know about the bzip2 license.
