CLI should support soft-restarting all instances of a service #1645
Description
The Waiter CLI should offer a subcommand to soft-restart (i.e. cycle) all instances of a service. This will include soft-deleting (e.g. via the expiry mechanism) all currently running instances. The mechanism should respect in-flight request and causing new instances to start up eventually.
