Cider resource specs

Description

General changes to allow for the following:

• RestIngestor methods will now be inherited when extended
• HTTP headers can be set
• Can parse one level down on a JSON-object for a specific field. (cider resource dates are inside of an object called "ResourceStatuses")

Changes allow current cider resource information to be ingested through ETLv2.

Motivation and Context

Small enhancements to RestIngestor that also enables CiDeR resource information ingestion.

Tests performed

Tested with development of CiDeR resource specs
