V14; Refactor permissions for Document/Media/Member

Notes

• You could not browse various content nodes, if you only had access to the content section, as you did not have sufficient permissions to get doc types.
• This PR refactors these silos to ensure you can get content types even if you only have access to content section
• Also relaxes permissions on the item endpoint, as you only need to be logged in to access those

How to test

• Create a user with a start node
• Login as that user
• YOu should be able to browse that node
