support check chunk-name format only in `dynamic-import-chunkname` rule

Currently dynamic-import-chunkname rule require webpack chunk name, will report error if not exit.

Is able to add a option to check chunk-name format only, if webpack chunk name not exit is ok.

I glad like open a PR for this feature.

I'm not sure to understand what's your meaning, is that related to eslint-import-resolver-import instead? If so, it should be posted to upstream?

If it's related to eslint-plugin-i only, I'd like to see a PR to understand what's your purpose and solution better.

Currently dynamic-import-chunkname will throw error for

I think it should be posted to upstream first and if accepted it'll be rebased later, but if was rejected, I'd like to have this feature in this package.
