refactors the event streaming system to support dynamic routing keys. Previously, all dataset update events were
published to a single, hardcoded routing key (
hcr.dataset.save). This change introduces the ability to configure the routing key on a per-event basis, allowing for more flexible and targeted message consumption. Also added tests.
