Add partition_point to storage::vec::Vec

I could use [partition_point](https://doc.rust-lang.org/std/primitive.slice.html#method.partition_point) on the storage Vec. If this is a feature addition that would be accepted, I can create a PR porting `core`'s implementation and tests.
