Last update date in footer of model-specific documentation is not set.

Noticed that the last update date is not set on pages generated from the models.

Shows:

This page was last updated on January 1, 0001.

If it's not a quick fix, we might need to comment out.

@Arminta-Jenkins-NIST and I were reviewing issues for refinement and noticed this one slipped through. We should review and prioritize this one soon.

At 10/19 Triage Meeting: Hugo uses GIT to retrieve this value. OSCAL Pages does this correctly. We need to figure out why. If its an easy fix, we'll fix it. If it is more difficult, we can comment it out.
