This, along with ut-amrl/robofleet_client_lib#8 adds support for PoseWithCovarianceStamped which among other things is the standard message used with AMCLocalization.

I've modified gitmodules to use the feature branch of
robofleet_client_lib
so testing and review is simple. Once this PR is approved, and the feature branch is merged in, I'll update this branch to point back to themain
branch for therobofleet_client_lib
submodule.
