Feat: enable users to be able to set SoulverCore locale #1237

Description

Is your feature request related to a problem? Please describe.

In many regions, e. g. the commonly used decimal separator is a comma (e.g. in large parts of Europe), instead of a point (like for example in North America). So three and a half would be written as 3,5 instead of 3.5. However the Vicinae integration of SoulverCore doesn't account for that, which makes using it quickly difficult for me.

Describe the solution you'd like

SoulverCore provides a rather easy way to set locales, and it also comes with a predefined set of locales. It would be really nice, if users could set the SoulverCore locale within the calculator settings of Vicinae.
