Internal utils no longer available for custom rules

This breaks custom Vue rules - not sure if officially supported - but it was working in past.

In 10.6 and before you could create your own rules by using defineTemplateBodyVisitor from 'eslint-plugin-vue/lib/utils/index.js'.

But this is no longer available in the package.
Meaning you can no longer create your own Vue Template related rules.

Using internal utils was never officially supported (and I don't think we should start doing so).

In this case, you should be able to replace eslint-plugin-vue/lib/utils/index.js with eslint-plugin-vue/dist/utils/index.js and it should still work as before. @susnux does this work?

This seems so work kind of. The export is weird.
That file exports an object as the default export that contains a key default with the utils as value.

So you need to import like:

import utils from 'eslint-plugin-vue/dist/utils/index.js'
const vueUtils = utils.default

Maybe an official solution could be: #2778

I think this is similar to #3004. When we migrate lib/utils to TypeScript, it should resolve. I'm currently working on this, so please bear with me a little longer!
