Steps to reproduce

1. vue create starter-project
2. Select option 2 - Default (Vue 3) ([Vue 3], babel, eslint)
3. cd starter-project
4. npm run serve

What is expected?

To be able to run the default template without modifying anything.

What is actually happening?

I receive this error:

If I manually create project and give it the addition of TypeScript, it works fine. Without TypeScript, it results in this error.

EDIT: This now happens with all options with TypeScript as well. Not sure if something changed in the last 2 hours?

Same here, The issue only seems to affect the vue 3 template. The Vue 2 template works fine

Ya, I've been looking up how to compile, bundle, and run Vue 3.x but not having any luck as a newb to Vue. Feel like I'm spending too much time trying to resolve that issue compared to moving back to 2.x temporarily. Just don't want to have to relearn and rewrite bunch in order to move back up to 3.x (this is for work and will need to be in 3.x when PR is submitted). Not to mention, the tutorial(s) I've been following have all been for 3.x so I'm going to have to dig back for 2.x tutorials now. I'll give 2.x a shot. Thanks for the replies and support to get this issue moving everyone.

都是国人用中国话吧。我今天早晨把Vue版本升级到了3.1.3然后出现了这个问题。然后我尝试回滚了我的Vue版本到3.1.2然后就可以正常编译了

@sun948534670 主要是为了让外国人能看懂😅我早上起来新建了个项目，结果运行不了，用新版脚手架创建的项目默认的Vue版本是3.0.0，我试了一下，3.1.2可以，3.1.3又不行了。不排除是新版本有什么奇怪的改动。
