Part of the original purpose of the document was to form the basis on which mobileOK http://www.w3.org/TR/mobileOK/ and the mobileOK tests http://www.w3.org/TR/mobileOK-basic10-tests/ could be written and the purpose of that document was to form the basis for which the mobileOK checker http://validator.w3.org/mobile/ would be written.
Today, afaik, there are more up to date checkers than the mobileOK checker, which afaik is not maintained.
I think that if it was intended as guidance to developers it would be better as a "fireside chat", but given the above that was not the direction the document took.
So the question is, who is going to read any updated document? afaik there is no intention to update the W3C checker. So if the document is intended as guidance for Web designers and developers then taking a rather different approach would probably be more useful.
In the end, if no one is going to read it then I'm not convinced that putting effort in to this is higher priority than allocating that effort elsewhere.
