Updated CR Draft of CSS Color 4

The most recent publication of CSS Color 4 was 13 February 2024. Since then, there have been a number of changes in response to comments so, despite there being open issues, an updated CRD is overdue.

The previous wide review was 2020-2021. There has been ongoing wide review since then, primarily as implementer feedback.

Looking at the Horizontal Review part, I don't see any changes that impact any of the previous Horizontal Review items. However, it would be good to confirm that with a quick HR re-review once the CRD is published.
