Update our WPTs (meta)

I've gone through closed PRs since ~2021 and applied the Needs test label to 30 PRs containing spec updates lacking WPT coverage.

To address a PR on the list:

• write a WPT test for it
• link it
• set the Has test label (instead of removing the Needs test label)
