[Bug] Error: pgAdmin 4 requires Python 3.9 or later on Windows #864

Version 4.18.3
OS: Windows
Modules Affected: PostgreSQL -> pgAdmin 4

Pressing the browser icon on the postgresql shows error pgAdmin 4 requires Python 3.9 or later

While installed version of python shows later than 3.9

Tested across all python versions starting from 3.9 to 3.14 but the issue persist. Running manually:

$pgadmin = "C:\Users\Dicky\AppData\Local\Programs\PhpWebStudy-Data\app\postgresql-18.4\pgsql\pgAdmin 4"

Set-Location "$pgadmin\web"
& "$pgadmin\python\python.exe" .\pgAdmin4.py

Works
