[EM] Validate packaged rsyslog configuration

Goal

Verify that EM packaging produces valid rsyslog configuration and preserves the intended message-routing policy.

Work

• Identify the owning template and supported rsyslog version.
• Validate generated configuration in an isolated environment.
• Use synthetic messages to check filtering and forwarding.
• Correct any confirmed configuration defects and add packaging coverage.

Done when

• Generated configuration passes validation.
• Gateway-tagged and unrelated control messages follow the documented policy.
• Packaging checks catch invalid configuration.
• Required reload or restart behavior is documented and tested.

This is a packaging and logging validation task. Deployment is separate.
