Apply the interface updates from design review #4418 to the Healthcheck Dashboard and the AI assistant's empty chat state: outlined AI actions, the proposed compact issue rows, and the new AI Chat welcome layout.

Requirements
1. Outlined Diagnostics and Fix buttons
Change Diagnostics in the Healthcheck Dashboard header and Fix in the issue rows to the Outlined style in both light and dark themes. Keep their purple AI icons, labels, placement, and existing actions.
The review annotation specifies the new button style over a screenshot of the current stand (light-theme frame, dark-theme reference).

2. Compact issue rows — scope to confirm
The review proposes the following compact layout and asks whether it can be included in this task:
- Place an icon-only status label immediately before the issue title, on the same line, instead of displaying the status text on a separate line below it.
- Show the status label's text in a tooltip on hover.
- Use the soft colored label treatment shown in the example.
- Keep the outlined Fix action and expand/collapse control on the right. Expanded issue details remain below the row header.
Proposed compact rows, including collapsed and expanded examples (Figma frame).

3. AI assistant empty chat state
Replace the illustrated welcome state with the AI Chat layout in both light and dark themes:
- Keep the AI assistant panel header and close action.
- Show the purple AI icon and AI Chat heading, followed by An AI assistant that helps with everyday YDB tasks.
- Present suggested questions as full-width rounded buttons with a subtle background, left-aligned text, and a right chevron. Match the design's padding and spacing.
- With the short list, center the welcome content vertically within the available chat area. With a longer list, start it near the top, allow question text to wrap and buttons to grow in height, and scroll the content while the input footer stays at the bottom.
- Use the compact input footer with How can I help you?, the send button, and the disclaimer below. The English disclaimer is AI assistants can make mistakes. Check important information. Keep localized copy consistent across themes.
Use the four suggestions shown in the short-list design:
- How can the AI assistant help me?
- Check the current DB or cluster health
- Investigate latency or timeouts for the DB
- Review query performance for the DB
The extra suggestions in the longer-list examples demonstrate wrapping and overflow handling.
Current state on the left; proposed centered short list and scrollable longer list on the right (light short list, light longer list). Dark-theme references: short list, longer list.

Open questions
- Can the compact issue-row proposal in section 2 be included in this task? Both the canvas note and the review feedback leave its inclusion open.
