time sync check broken in health check #12443
Description
Starting with 24-3-10 (or on August 28th in the main branch) we are no longer able to report time sync problems in the health check service. It was due to NodeWhiteboard refactoring, which made some fields optional for default requests, leaving HealthCheck with no data about time synchronization.
Affected versions: 24-3-10, 24-3-11, 24-3-13.
