update non-breaking dependencies

This PR updates a bunch of dependencies to their latest versions without any breaking changes.
It also fixes a typo in the npm run lint task changing a single & to a &&.
It also removes 2 stub @types packages that are no longer needed.

The remaining dependencies to update are:

• esbuild, this would also fix https://github.com/yoavbls/pretty-ts-errors/security/dependabot/9
• glob, this would also fix https://github.com/yoavbls/pretty-ts-errors/security/dependabot/10. But >9.x.x is a complete rewrite and an async API instead of sync. Since its only used for running tests its probably easy, but better for a separate PR.
• mocha, also only used for testing so probably not a breaking change for the package.
• prettier, this change could be breaking and non-trivial as it changes to an async API. This could help with some of the performance issues, but requires a bit more research and thought to implement.

I'm looking at the monorepo branch right now and it seems a lot of dependency versions are out of sync. I'm closing this one in favour of fixing and updating dependencies in the monorepo. Merging this will just add another commit that might go out of sync.
