Add a "browse communities" button on the "enter your organization URL" page #1493
Description
The goal is to add the choice to discover, view and join public servers in https://zulip.com/communities/, not only to create your own server or to join a server with an url.
Blocked by zulip/zulip#38021. Specific design TBD.
