This should fix issue #32
My local tools complained about missing license info so I added it. @kattni should probably review as I had to guess in a few spots. Midway through I realized that some of the examples may have been written by others, so a handful of them still don't have license info.
I renamed the precommit config in an attempt to disable it since the license checks aren't fully addressed
