UDS program with ROM

• Updates the FC access control table definition to include a new packed structure for address ranges and AXI user IDs.
• Adjusts configuration files and RTL parameters (e.g., in compile.yml and caliptra_ss_includes.svh) to support the new definitions.
• Adds a new JTAG-based UDS programming test that includes a C test (waiting for a JTAG UDS programming request, caliptra's ROM setting an in-progress flag, and returning success/failure)
• Enhances the testbench to monitor relevant signals, ensuring the new JTAG UDS programming flow is properly exercised and validated.
